As senior legislative assistant to Republican Congresswoman Kay Granger (TX-12), Ms. Carter keeps the Congresswoman informed about upcoming votes and legislation. Her concentration is primarily focused on transportation, immigration, housing, energy, commerce, intelligence and foreign affairs issues. Due to Congresswoman Granger’s service on the House Appropriations Committee, Ms. Carter works with committee staff, within the state delegation and across party lines to ensure that the congresswoman’s priorities are moved through the legislative process.
Ms. Carter frequently meets with Texas constituents, as well as various organizations concerned with the issues related to border security, foreign military sales and transportation initiatives.
Another area of responsibility Ms. Carter holds is to help manage the Iraqi Women’s Caucus, which the congresswoman co-chairs. The Caucus’ mission is to assist Iraqi women through educational trips, hosting them in Washington and work to educate other Members of Congress through briefings about the women and their progress. In 2006, Ms. Carter led the itinerary development and program coordination for a Congressional Delegation to Iraq to work with over sixty Iraqi women parliamentarians. She also facilitated the 2006 Capitol Hill International Women’s Day breakfast with former Under Secretaries of State Karen Hughes and Paula Dobriansky.A native Texan, Ms. Carter holds a bachelor's degree in mass communications and business minor from Mississippi College. She joined the Congresswoman's staff in September 2003 and currently attends the Naval War College earning a master’s of arts in national security and strategic studies.
